Pema calls on Modi
NEW DELHI, Oct 06: Prime Minister Narendra Modi has said that special impetus would be given on all potential sectors including connectivity and IT sectors in Arunachal Pradesh. PM said this when Chief Minister Pema Khandu on Thursday called on Prime Minister Modi here at 7 Lok Kalyan Marg. Pema also had a detailed discussion on all developmental and economical aspects of the state.
While admitting the enormous potential of the state in agri-horti and tourism sectors, Modi assured all out support to the state. The Prime Minister also hailed Arunachal Pradesh as one of the most peaceful states of the country and commended the simplicity of its people.
"Northeast and especially Arunachal Pradesh has always been close to my heart," the PM said while adding that the central government is committed to its development and welfare.
Khandu informed the PM that the present government has inherited huge liabilities of previous several years. He said the situation has been further aggravated by the fact that several schemes of the Government of India now stand delinked, the burden of whose implementation has fallen upon the present government.
Citing that the Central government has accepted the recommendations of the 7th Pay Commission, which now needs to be implemented in the state, Khandu said this would add an additional annual burden to the state.
"I can assure you that we are committed to providing transparent and clean governance which would ensure that public money is judiciously spent," Khandu assured the PM.
Discussing on various issues confronting the state, the Chief Minister submitted a detailed memorandum to the Prime Minister inviting attention to various developmental aspects of the state and the coordinated support required from the central government. The memorandum included developmental issues, Agri-horti and allied sectors, IT issues, CAMPA, investor friendly policy, pay commission, infrastructure development apart from financial liabilities.
PM assures to come up with a mechanism to address all the issues highlighted in the memorandum.
This is Khandu's first meeting with PM after his PPA Government joined the North East Democratic Alliance (NEDA).
Private universities asked to impart quality education
PASIGHAT, Oct 06: Parliamentary Secretary for Education Bamang Felix has called upon the private universities of Arunachal to impart quality education and not to play with careers of the students. He asked them to create human resource for the state by providing quality education services. Felix also told university authorities not to make the institution as commercial hub.
He stated this on Thursday during an unannounced visit to the Apex Professional University here. During the visit Felix found that duration of classes to be taken as per UGC norms were not adhered to. He also inspected the attendance register of teachers and moreover no students were found in the campus. Parliamentary Secretary urged private universities to create proper infrastructure and construct permanent assets. Further, he instructed the Vice Chancellor Prof. A K Dangge to maintain quality services like hiring of enough faculties for the subjects offered and other amenities. He also asked VC to recruit full-fledged members in law department as per UGC as well as Bar Council of India norms. (DIPRO)
GoI approves establishment of ITBP Sector Hqtr at Likabali
ITANAGAR, Oct 06: The Central Government has approved for the establishment of Indo Tibetan Border Police (ITBP) Sector Headquarter within the 28 Likabali Assembly constituency in West Siang district. This was disclosed to the Minister for Health & Family Welfare, Jomde Kena by the MoS Home Affairs, Kiren Rijiju when the former called on him at his official residence at New Delhi on Wednesday last.
Rijiju also directed Kena to find a suitable land for immediate establishment of the sector headquarter after consultation with the ITBP authority and district administration.
During the meeting, both leaders also discussed various issues pertaining to developmental activities of the state especially, related to health sector. The MoS also assured to provide all possible support to improve the state's health sector.
National seminar calls for preservation of indigenous knowledge
PASIGHAT, Oct 06: Underlining the need for preserving and re-adopting age old indigenous knowledge and technology in various areas, Govt. Spokesperson cum Parliamentary Secretary Education Bamang Felix said that traditional systems of Arunachal, North East and others parts of the country in general are sensitive to fragile ecology and environment.
He said this while addressing the inaugural session of two-day National Seminar on Ethno Science and Technology of India: With special reference to North East India being held at Jawaharlal Nehru College.
Terming theme of the seminar as very relevant, he hoped that it will provide platform for the participating academicians and scholars to share and exchange knowledge for documentation and promotion of Ethno Science and Technology. Their inputs will help the state govt. in formulating developmental policies in this direction which will benefit the tribal community of the state, NE and the country in general, he asserted.
Earlier in his keynote address Professor B Tripathy of Indira Gandhi National Tribal University advocated the need to respect ethno science of the tribal contained in their traditional knowledge for inclusive development of tribal in India. He stressed on survey and documentation of knowledge of local & herbal medicine, tribal technologies like bamboo and wooden crafts etc.
He also said that the traditional way of Jhum Cultivation which is part of indigenous cultivation can be integrated with modern technology for sustainable agriculture farming.
The seminar aims to explore and debate on the role of Ethno-Science and Indigenous Technology for inclusive development of the tribal people of North East in particular and the country as a whole. The National Seminar is sponsored by UGC and organized by Department of History, JNC, in collaboration with Siang Royal Academy, Pasighat.
Earlier, Felix also inaugurated Student Browsing Centre in the Library.

Author bats for free mingling of people
Guwahati, Oct 06: Prominent Assamese writer, who is an Arunachali by native, Yeshe Dorjee Thongchi opposes the idea of inner line permit (ILP) arrangement, which is presently applied to three northeastern States namely Mizoram, Nagaland and Arunachal Pradesh.
Attending the 'Guest of the Month' program of Guwahati Press Club on 4 October 2016, the Sahitya Academi awardee author argued that free movements of native citizens inside a country should not be opposed.
Thongchi strongly batted for mingling of the people of different origins.
Answering queries from the scribes in the interactive session, Thongchi clarified that he would not comment on the present movements going on in Manipur and Meghalaya for the ILP, but he is convinced that the present laws in his home State are effective enough to safeguard the interest of the indigenous people.
The prolific author argued that the initial idea of imposing ILP was to prevent criminal & anti-locals entering into a particular State, but today the concept is changed. Now the threat is no longer from the outsiders, but the alternate media which poses real danger to the indigenous cultures across the globe.
A retired top-ranked bureaucrat, Thongchi started his literary pursuit since his school days. Although his mother tongue is a dialect called Sherdukpen spoken by few thousand families in Arunachal, Thongchi started practicing his writings in Assamese language as it was the medium of instruction in NEFA schools those days.
The soft spoken gentleman, while speaking about the replacement of Assamese language in Arunachal's medium of instruction, Thongchi clarified that it was not because of any conspiracy hatched by the Hindi lobby. The widely recognized author disclosed that actually the English replaced it as the medium. Hindi is taught in Arunachal schools as a subject only.
Born in 1952 in West Kameng, Thongchi completed his schooling in Arunachal Pradesh and later shifted to Assam for higher education in Cotton College and Gauhati University. After graduation, Thongchi was appointed as an Arunachal Pradesh Civil Service officer and later inducted to the Indian Administrative Service in 1992.
Immensely popular with Assamese readers through his literary works like 'Mauna Oath Mukhar Hriday', 'Sonam', 'Beeh Konyar Deshat', 'Shaw Kota Manuh', 'Moi Akou Janam Lom', 'Papor Pukhuri', 'Banh Foolar Gondha' etc, Thongchi has received a number of awards including Bhasha Bharati, Phulchand Khandelwal Sanghati, Basudev Jalan besides Sahitya Akademi.
Thongchi was honored with a traditional Assamese Zapi and Gamocha at the beginning of the interactive session, which witnessed the presence of many senior journalists like Rupam Barua, Ranen Kumar Goswami, Girindra Karjee, Nava Thakuria along with writer Jagadindra Raichoudhury, Surya Das, Ahsan Majid, Archana Bhattacharya etc.
Minor student dies on her way to hospital

ITANAGAR, Oct 06: In a tragic incident, a Class IV student identified as Kamrik Yana of Govt Secondary School, Parsi Parlo has died on the way to Koloriang after remaining stranded for hours at block point between Parsi-Parlo and Koloriang on October 5, 2016. Parsi-Parlo is 50 kilometers away from Koloriang, the district headquarter. This was informed by Zilla Parishad Chairperson Sangha Tagik this evening.
Daughter of Kamrik Talar, resident of Parsi Parlo in Kurung Kumey district, the late student was complaining of fever, she was carried on local made stretcher from Parsi-Parlo to Koloriang where she succumbed to ailment on her way to hospital.
Following the heavy rain, the surface communication of the entire area is reportedly disrupted forcing many people to remain stranded at Parsi-Parlo. It is said that restoration of blockade is yet start at this area, triggering scarcity of food grain, medical facilities and other basic items. Condoling the death of minor student, ZPC Tagik urged the government for early restoration of road and to provide adequate medical facilities to the primary health centers in the district. "She could have been saved had the road was restored early" rued ZPC citing the blockade of road as the reason of minor student's death.
Arunachal and CII inks MoU
Pema for optimum utilization of resources
NEW DELHI, Oct 06: "The rich potentials and resources of the state which remained hitherto latent and untapped will henceforth be put to optimum utilisation to benefit the people of Arunachal Pradesh" said Chief Minister Pema Khandu. He said this after inking a historic MoU between Government of Arunachal Pradesh and Confederation of Indian Industry(CII) to promote and project Arunachal as the preferred investment destination, to attract investments and build capacities within the State.
The MoU was signed between the State Govt and CII at Hotel Taj today in presence of Naushad Forbes, from Forbes Marshall and the president of CII, Deputy CM Chowna Mein, Chief Secretary Shakuntala D Gamlin, Commissioner Investment Ashish Kundra and corporate giants like Pawan Goenka of Mahindras, Ajit Gulabchand of HCC, Rakesh Bharti Mittal of Bharti Retails, Chandrajit Banerjee - CII and Banmali Agarwala (President and CEO) - GE South Asia.
The mutually agreed sectors where CII shall support the state government are Hydro Power, Skilling, Tourism, Horticulture/floriculture, Agro-processing, and Information Technology.
It was agreed upon to constitute a high level Joint Task Force for successful implementation of the initiatives. A detail development plan would be worked out by this team for Arunachal Pradesh in a time bound manner.
CM Khandu had been aggressive on marketing the potential and resources strength of the state. "Our state is one of the most peaceful state in the country having rich deposits of untapped resources like, tourism, hydropower, agro-horti etc." he informed while saying that if given the right platform, Arunachal has the ability and capacity to become a front runner.
"We are a developing state and we are in a position to tailor make policies to suit the industry leaders" CM emphatically said. He even disclosed that he would request the Union Government to make investment friendly policy for Arunachal to make business competitive in the State.
Pawan Goenka of Mahindra expressed interest of constructing resorts in the state and shared that his company would soon send a state champion to Arunachal for studying the possibilities. Rakesh Bharti Mittal of Bharti Retails showed interest on floriculture, Agri and Allied sector of the state. Similar interests were shown by business icons on Hydro Power sector.
In his closing remarks CM said "Arunachal Pradesh is known as the land of rising sun. But after this historic agreement, I am confident that our state would soon see the sun of investments".
ABVP to organise workshop on personality development

ITANAGAR, Oct 06: With objectives to develop core competencies among the students and youths to face the challenges, Akhil Bharatiya Vidhyarthi Parishad (ABVP) Arunachal Unit is organising a three-day career counseling cum personality development programme called, "Arun Pratibha Sammelan, Scholars' Meet at Lekhi Public School, Lekhi Village here from Oct 8 to 10.
Interacting with media persons ABVP Arunachal Unit President Agin Taboh informed that the programme would solely focus on personality development and career counseling in order to channelize the talents for national growth and development. More than eight hundred students are invited for three days programe out of them 400 hundreds are the school toppers and GK competition toppers, informed Taboh.
Elucidating the motto of programme, Professor Nani Bath outlined that apart from career counseling, the event will focus on role of youth in bringing changes in the society to shape the nation. Professor Bath revealed that many personalities of distinct fields such as Squadron Leader Mohonto Panging, Everester Tapi Mara are invited to give motivational speech to students. Other aspects that would be focused during the programme are Knowledge for Life, Tribal harmony and nationalism, Prof Bath added.
"We would focus on the role of youth on changes they can be brought in the society, the changes in terms of social, political and technological for the growth of the nation and also their role on national integration" said the Professor. Vikas Rava, ABVP State Secretary emphasized on tribal harmony and believed that the programme would provide a platform to youth from different places across the state to interact and imbibe tribal harmony among them. Deprived PMEGP beneficiaries cries for early release of loan, authority blames bank

PASIGHAT, Oct 06: Deeply frustrated over government's delay in releasing loan under Prime Minister's Employment Generation Programme (PMEGP), the selected beneficiaries in East Siang district have appealed to the concern authorities for early release of the loan amount for the session - 2015-16 failing which they threatened to launch a democratic movement against the selection procedure for new beneficiaries of 2016-17.
Around 30 unemployed youths selected under PMEGP in the district have not received their loan amount yet despite completion of training and bank formalities.
"Banks are still refusing to release the loan amount saying that state Govt has not released the subsidy amount yet. We have also written to East Siang DC, Industry Minister and Chief Minister during his recent Pasighat visit and has sought their interference, but no results seen yet", said deprived youths, Isac Mesar, Subash Tayeng and Nong Perme.
The deprived beneficiaries further said that the Director, KVIC/KVIB, Itanagar has stopped the release of loan amount without any valid reason. "If we are deprived further, we will be compelled to launch a democratic movement against conduction of selection procedure for new beneficiaries unless our due loans are cleared first," added the youths.
When contacted Dy. Director Industry, Pasighat, M. Jamoh clarified that the departmental formalities from his office has been done in accordance with the order and guidance from the head office at Itanagar. The release of loan amount for the beneficiaries are not known to his office as it is done between KVIC, Itanagar and respective banks of the beneficiaries, added Jamoh.
When Director, KVIC, Itanagar, I. Athuba Lusang was asked for his comment over the non release of loan amount despite directives from Chief Minister Pema Khandu and Minister Industry, Tapang Taloh, he threw the ball in the court of banks. Lusang said that, funds for the beneficiaries are deposited in the Corporation bank at Mumbai and as and when respective banks of beneficiaries (where beneficiaries hold account) submits the valid documents at Itaganar, the subsidy amount directly gets transferred to the banks. "Due to mistakes of bank in document submission online, several beneficiaries' loan has not been transferred. Recently, SBI Itanagar had also five beneficiaries rejected due to wrong submission. So, I would suggest the beneficiaries in East Siang to ask your respective banks to submit the proper documents at my office which will be cleared at the earliest as funds for the 2015-16 is available to be paid", added Lusang.
Six selected in IAF recruitment rally
TEZU, Oct 06: Six candidates have been selected in the recruitment rally conducted by the Indian Air Force at Tezu on Oct 5 and 6.
Of the total 98 candidates appeared for the written test, only 8 candidates were selected. Out of 8 candidates, 6 candidates were chosen after physical test.
Meanwhile, Lohit Deputy Commissioner said "This may be a small step for Tezu, but a very innervating initiative to attract youths toward respectable employment in Air Force." DIPRO

ITANAGAR, Oct 06: The District Magistrate Itanagar Capital Complex vide an executive order has prohibited all kind of gambling including cards, housie, dice etc in any place including room, house, tent and open space within the Capital Complex with immediate effect. If anybody is found violating this order they shall be booked under various provisions of law and action may be taken against them, the order stated. The order was issued after it was bought to the notice of the DM that gambling in the form of dice/ cards/ housie etc are being practiced in some locations in the Capital Complex.
Gambling of any kind- housie cards including dice are banned in the state under Arunachal Pradesh Gambling (Prohibition) Act, 2012. DIPRO
Staffs advised to be punctual
ITANAGAR, Oct 06: MLA Jarkar Gamlin who recently assumed the charge of Chairman Arunachal Pradesh Energy Development Agency (APEDA), convened a meeting with the officers and officials of APEDA here on Monday last.

ITANAGAR, Oct 06: As a part of World Tourism Day, department of Tourism in collaboration with Arunachal Pradesh Tour Operator Association (APTOA) has organized 'Swachh Pakwadas by sensitizing the students on cleanliness at Govt. ESS Sector Middle School, here on Wednesday.
Quiz competition related to Tourism in Arunachal Pradesh was organized for the school children.
Speaking on the occasion, APTOA president John Panye exhorted the students to extend helping hand in making the state capital clean and green for pleasant atmosphere to live in.
He also told them that this year the department has selected 10 schools within the Capital Complex for the World Tourism Day where they would reach to the students as per its theme "Tourism for All".
Along with their studies, Panye also appealed them to make conducive atmosphere to their surrounding even if it is at home, school or market, adding Arunachal Pradesh is one of the best places in Earth to live in.
APTOA president further advised the school children to opt tourism as their career which would be the avenue to boost economy in long run.
Papum Pare DTO Tater Mize asked the students to imbibe the sense of responsibility among all for success of the Swachh Bharat Mission.
He told that apart from study, it is the moral responsibility of the students to maintain cleanliness and do social service in their respective place.
Citing that state capital has been listed 3rd place as dirtiest city in India, he appealed all the stakeholders to make capital city green.
APTOA general secretary Bengia Mrinal and Headmaster in-charge of Govt ESS Sector Middle School also spoke.
Later, many participants took pledge towards cleanliness and take time for Campaign Clean Arunachal.

DC reviews seeding of Aadhaar Card
CHANGLANG, Oct 06: The Changlang Deputy Commissioner W Khim-hun on Thursday reviewed the comprehensive status on seeding of Aadhaar card numbers with various services provided by the departments in a meeting held at his conference hall.
Informing that the biometric enrollment process for generation of Aadhaar card will resume soon, he directed all the departments delivering services to get the personal bank accounts of all the beneficiaries completed by the end of December next so that it can be linked immediately. The DC urged all the administrative officers to take necessary initiatives in completing opening of the bank accounts in their respective jurisdiction. The meeting was attended by administrative officers, head of offices, and officers from various branches of SBI in the district.
Need for Agromet Advisory voice mail service stressed
BASAR, Oct 06: ICAR Research Complex for NEH Region, Arunachal Pradesh Centre Basar, Joint Director, Dr. R Bhagawati expressed the need for interactive voice mail service along with existing SMS service of the Agromet Advisory Services, considering the linguistic diversity and literacy rate of the state.
He was addressing an interface-cum-awareness programme organized by Centre for Agriculture and Bioscience International (CABI) under Gramin Krishi Mausam Sewa (GKMS) at ICAR Research Complex for NEH Region, Arunachal Pradesh Centre Basar, here on Thursday.
The programme aimed at increasing the reach and impact of the existing Agromet Advisory Services under GKMS through interactive voice mail service in collaboration with CABI.
Dr. Bhagawati also gave a brief overview of the agricultural scenario and bottlenecks of the state that needs assistance and expertise of CABI.
Country Director of CABI Southeast Asia, Gopi Ramasamy also addressed the meeting through video conferencing from New Delhi. Giving a brief presentation on ongoing programme and collaborative research programmes of CABI, Ramasamy further expressed his interest to work for the development of farming community of Arunachal Pradesh especially, for Jhum improvement, biodiversity conservation, horticulture development and marketing facilities.
He also informed that a CABI team will visit Arunachal in November to comprehend ground realities and to formulate different need-based projects in collaboration with ICAR and state government.
During the programme, incharge Technical Officer Agromet, K Bhagawati and Project Manager, Mobile India, CABI, A Jadhav gave a brief overview of the plan to launch the interactive voice mail service in a project mode to some selected 500 farmers and stake holders for impact and acceptability analysis.
Academic, administration blocks inaugurated
ITANAGAR, Oct 06: The academic and administration blocks of Himalayan University, Jollang, the foundation stone of which was earlier laid on Aug 14 last, were inaugurated here on Thursday.
In a release, the University further informed that classes would commence from Oct 13 onwards at the newly inaugurated campus.
Training on legal metrology held

PASIGHAT, Oct 06: To promote awareness regarding consumer rights, the Legal Metrology and Consumer Awareness department conducted a training programme at the DC office here on Thursday wherein members of Siang Welfare Forum (SWF) along with other enthusiastic youths from Pasighat took part.
The training was aimed at imparting basic information regarding weight and measure, packaged commodities, product standardization, adulteration (simple test), general interest and consumer protection.
Assistant Controller Legal Metrology, Pasighat, K P Tago spoke about consumer rights and stressed on the need to promote public awareness with simple methods of consumer information campaigns.
Siang Welfare Forum Vice Chairman, Gemin Modi also spoke on the occasion.
The Legal Metrology and Consumer Awareness department has so far conducted 38 awareness campaigns in the entire district.
Civilians seeks Martyrs' Fund
ITANAGAR, Oct 06: A group of civil society members have urged the GoAP to create an account to enable the civilians to contribute to Martyrs' Welfare Fund.
The countrymen have been leading a peaceful life and marching ahead to help India become a developed nation by 2020 because of the untiring efforts of the farmers and selfless sacrifices of the jawans to justify former prime minister Lal Bahadur Shastri's famous 1965 slogan: Jai Jawan Jai Kisan, senior journalist Pradeep Kumar said while handing over the memorandum.
Appreciating the move as humanitarian, OSD to the CS Ravi Dhawan assured to take up the proposal at the appropriate level.
The National Defence Fund, with an account (No. 11084239799) with SBI in New Delhi, administered by an executive committee headed by PM, accepts voluntary donations in cash and kind for the welfare of the members of the Armed Forces (including para military forces) and their dependents, but there is no provision for those willing to donate from accounts, they reasoned.
The willing donors including Kumar, HP Biswas, Yumto Bui, Techi Nipu Tara, Rab Kara Jeel, Tajum Nalo & Manoj Singh proposed creation of an account for Martyrs' Welfare Fund with any bank here and develop a format for monthly or regular contribution by any account holders by directly crediting from their accounts according to their wish.
Workshop on Galo language
AALO, Oct 06: A day-long orientation and training programme on Galo language was organized by Galo Welfare Society, Aalo unit at Gumin Kiin here on Monday last which was attended by teachers and students from various schools of the district.
During the programme, a team of Galo Language Development Committee headed by Takop Zirdo dwelt at length on modified Roman Galo Script. They appealed the Galo teachers to learn the language completely so that it can be taught in schools.
The GWS, West Siang Unit, President and Secretary, Dr. Marbom Basar and Mito Lollen also advised the teachers and students to learn the language as it is being introduced in schools of Galo areas.
A similar training was also conducted in Nikte Secondary school by the Language Development Committee. (DIPRO)

Challenges awaiting new UN Secretary General
At a time when international community is facing major humanitarian crisis in Middle
East, the United Nation Security Council is witnessing the change of guard. UN Security
Council has unanimously nominated former Portuguese Prime Minister Antonio Guterres
to be the next secretary general. The UN General Assembly is expected to meet next
week to approve his five-year appointment. Mr Guterres, 67, who led the UN refugee
agency for 10 years, will take over from Ban Ki-moon early next year.
Mr Guterres assumes leadership of UN at a crucial time. The rise of IS has become
major headache for the international community. It continuous to attract youths from
across the world. There is urgent need for international community to come together
in order to defeat IS, which they have miserably failed to do so. Also the war in
Middle East has created massive humanitarian crisis. Thousands of people are fleeing
war ravaged country like Iraq, Syria, Afghanistan, etc. Refugees are swarming Europe
and it has become a contentious issue. Mr Guterres has vast experience of dealing
with refugee crisis and world will be hoping on him. As head of the UNHCR refugee
agency from 2005 to 2015, he was at the forefront of some of the world's worst refugee
crises, including Syria, Afghanistan, Iraq. Mr Guterres will also have to work extra
hard to put up united front in the fight against IS. Right now there is no proper
coordination and it is helping IS to gain further hold. The incoming secretary general
also has to deal with growing tension in Sub continent. The relation between nuclear
armed India and Pakistan is deteriorating. The role of UN will be crucial to de-escalate
the tension between two neihgbours.

58 is enough time to collect tax free salary
Dear Editor,
This in connection to the demands placed by COSAAP and the so called pen down strikes
which have been suspended. The demand of implementing 7th pay commission is ok but
the demand for increasing the retirement age to 60 years is totally absurd. May be
some of top govt officials in Itanagar are on the verge of retirement and so this
absurd demand is placed.
I am also a govt employee, but I feel 58 years is more than enough and it’s a known
fact that most of the govt employees have reduced their age in the tenth standard
and should therefore gracefully accept 58 years as retirement age. Think about the
large number of youths graduating every year and the problem of unemployment. Please
don't sugar coat the greed for salary, that too sans tax for tribal employees by
adding this obnoxious demand alongwith other genuine demands. 58 years of govt job
is enough time for collecting tax free salary.

Aadhaar Card is not compulsory
Dear Editor,
Through your esteemed daily, I would like to draw the kind attention of NERIST, RGU,
NIT, Colleges, Banks and various departments of Arunachal Pradesh regarding the making
of Aadhaar Card mandatory.
In the matter of Justice K.S. Puttaswamy (Retd.) and Another V/S Union of India and
Others vide SC No. 494 of 2012 with transfer petition (Civil) N0. 921 of 2015 and
many others, the Supreme Court on its judgments has clearly given order that;
The union of India shall give wide publicity in the electronic and print media including
radio and television networks that it is not mandatory for a citizen to obtain an
Aadhaar Card;
The production of an Aadhaar card will not be condition for obtaining any benefits
otherwise due to a citizen;
The Unique Identification Number or the Aadhaar card will not be used by the respondents
for any purpose other than the PDS scheme and in particular for the purpose of distribution
of food grains, etc. and cooking fuel, such as kerosene. The Aadhaar card may also
be used for the purpose of the LPG distribution Scheme;
The information about an individual obtained by the Unique Identification Authority
of India while issuing an Aadhaar card shall not be used for any other purpose, except
as may be directed by a court for the purpose of criminal investigation.
Now, even after this historic judgment, it has come to my knowledge that various
educational institutes are making Aadhaar card compulsory for admission, which is
violation of Supreme Court’s order.
This problem is not confined to educational institute only, even directorate of higher
and technical education and others are making it compulsory in the disbursement of
stipends to the students. Although the stipends is a social scheme, but the Supreme
Court has clearly mentioned in its order, the social schemes that are to be made
compulsory for Aadhaar Card. Moreover, only 40% of Indian populations have enrolled
for Aadhaar card so far. So making Aadhaar card compulsory is absurd till the enrollments
are 90% to 100%.
Unlike other states, where online Aadhaar enrollment facilities are there, our state
Govt. should know that it’s a nightmare for its citizens to obtain an Aadhaar card
without any online enrollment facilities and offline enrollment booths. State Govt.
should pay more emphasis on enrolling the citizens instead of making it mandatory.
Till then relaxations should be given to its citizens especially the student community
and employees, who are mostly out of home state or district.
Apart from an educational institute and state Govt. departments, the height of ignorance
has escalated to banking sector also. Every time you visit a bank, the employees
on the desk of few banks would ask you for Aadhaar Card. And they say it’s RBI’s
order. I don’t think that the RBI is more powerful than Supreme Court. Please mend
yourself, or shut down your business.
With this, I would like to request the concern authorities of educational institutes
of states, Banks and Govt. department to follow the Supreme Court’s order and spare
the innocent student and public from harassment. I would also like to request the
UIDA and Govt. of Arunachal Pradesh to intensify the enrollment process of Aadhaar
Card. Enrollment first then implementation, please.

Govt School need infrastructures
Dear Editor,
Through the column of your esteem daily, I would like to draw the attention of concern
authority and local MLA that Govt. Secondary School Damro is one of the oldest schools
in Arunachal which was established in 1948.
But, this institution is still running without proper infrastructure. There are no
quarters for teachers, computer facility, Library or proper hostel for both boys
and girls. Other schools which were established around the same time have been upgraded
with proper infrastructure. 68 years have already passed but there are no improvements
of infrastructure development in this school. Only improvement is changing their
name from Primary school to Middle school in 1987 and then middle School to Secondary
School in 2015. This precious Institution Produce many officers.
Hence, I request the Education Ministers and concerned authority for early sanction
of fund for infrastructure development of the institution.
